Formation And Responsibilities Of The School Management Committee

The School Management Committee is responsible for running a school. Here are described the role and functioning of the School Committee and its members, its obligations and duties.

School Committee Members

Members of the School Committee are:

  • the director of the school, who is also its president,
  • teachers in each class of the school, including those working part-time or completing a discharge of service,
  • the substitute teachers working in the school at the time of the meetings,
  • representatives of parents of elected pupils,
  • the mayor,
  • the municipal councilor responsible for school affairs,
  • the departmental delegate of National Education,
  • one of the members of the psychological and pedagogical help network intervening in the school,
  • the inspector of the national education of the district, ex-officio member.

Attend with consultative voice for the affairs concerning them:

  • the staff of the psychological and pedagogical help network,
  • school doctors,
  • school nurses,
  • social workers,
  • specialized agents of nursery schools,
  • medical and paramedical personnel participating in actions of integration of disabled children
  • foreign teachers who provide courses in their national language and culture in the school premises,
  • persons responsible for regional language and culture courses,
  • persons responsible for complementary activities,
  • the representatives of the after-school and after-school works with regard to their activities relating to life from school.

Depending on the agenda, the president may invite, after consulting the school council, any person whose consultation is considered useful.

The rights and duties of the parents

Within the school committee, parents belong as elected members of decision-making school bodies.

Remember the rights and duties of parents in the school:

  • Right to get information concerning school, schooling, meeting with teachers,
  • Right to get school attendance reports,
  • Obligation of protection of the students: moral, physical and material.

Parents representatives in the committee can participate in all meetings of the school committee. As part of the school council, the parents elected to serve as relays to other parents. Their role is twofold:

  • Take part in the decisions of the school council,
  • Dialogue and allow liaison between families and the school.

They also may be the mediators whose sole purpose is to seek solutions to problems or conflicts.

School committee duties:

  • Vote the rules of the school,
  • To be able to make proposals on the organization of the school week,
  • Give advice in the development of the school project and any questions of interest in the life of the school and in particular on:
  • Actions that are undertaken to achieve the national public service objectives teaching,
  • The use of resources allocated to the school,
  • The conditions of good schooling for students with disabilities or any other difficulty,
  • Extracurricular activities,
  • School catering,
  • School hygiene,

The protection and safety of children in the school and extracurricular.

Decide on the proposal of the pedagogical teams regarding the educational part of the project school,

  • Adapt the school project,
  • To be consulted by the mayor on the use of school premises outside the opening hours of school,

Give information on:

  • The principles of choice of textbooks or various teaching materials,
  • The organization of specialized aids,
  • The conditions under which teachers organize meetings with the parents of pupils and especially for the back-to-school meetings.
  • Functioning of the school council

School committee duties also include addressing the school director in case of any conflicts, disagreements or suggestions appear. The director of the school shall fix the agenda according to the proposals addressed to him by the members of the school committee. The members of the school committee address notices and the agenda at least seven days before the date of each meeting.

Basic school-based management committee survey report

Objectives of the baseline survey conducted on school committees are:

–        Better understanding the initial situation of beneficiary schools, identify precisely their

needs, and adapt and plan the necessary interventions. These are data essentially qualitative that have been collected here.

–        Arranging “baseline data” to verify at the end of the project that the expected results in terms of water supply, hygiene and sanitation have been achieved in each school, and measure the impacts of the project on health status and performance school students. This is quantitative data. They make it possible to inform previously identified monitoring and evaluation indicators.

–         Testing the monitoring and evaluation system put in place at school and identify its strengths and weaknesses in the prospect of reusing it in the framework of other projects currently being conducted on the subject.

Place of survey in school management

This survey was designed to gather the views and opinions of high school students, concerning, in particular:

– their feelings about the climate of their school

– the management of cases of violence

– their reactions to certain situations that could be cases of harassment

– their demands and demands to reduce bullying at school

Parallel to online survey, students from different schools were interviewed directly by team members and young members.

Surveys in school management also allowed for further discussion with students and to hear comments that accompany the answers to the different questions.

These comments allow you to qualify certain results and better interpret them. Some attitudes are also explained by the students. In addition to taking stock of the situation from the point of view of the students, the analysis of these school-based management committee surveys makes it possible to identify ways to improve the situation in the schools.
